Hi Larry,
LMH0344 has CML output so there is 50 ohm to VDD. Therefore it would try to power up your FPGA. I believe as you noted AC coupling should take care of this issue.

Please AC couple between LMH0344 CML output to the LVDS input of the FPGA. LMH0344 is referenced to 3.3V vs LVDS common mode voltage is 1.2V.
