I read the datasheet, and I found input signal needs to be square wave because it has requirement of duty cycle and rising/falling edge.
But in datasheet 8.1.1 OSCin Configuration, I found there is sin wave.
I think your EVM might be faulty, maybe you should ask for a replacement.
