If the hardware is working (sufficient current/voltage etc), I can't think of a good reason why it will only blink once...maybe you can also probe on Vdd and see if it dips when LED lights up.

The enable pin can be connected to the 1.8V power from the system directly and the current limit resistor is not necessary.
