So here's a thought. Should the input and/or output of the PGA2311 be AC coupled? That seems to be a reasonable suggestion, what with a specified max offset of 7.5 mV (taken from the PGA2320 data sheet.)

Have you considered the PGA2310, PGA2311, or PGA2320? They are all dual-channel PGAs designed for audio (specifically volume control) applications.
