Loop filter values depend on the design, you can use PLL Sim ( www.ti.com/.../PLLATINUMSIM-SW) to work out the loop filter.

Do you need frequency chirp/sweep or frequency hopping?
Frequency chirp/sweep, the frequency will be change with a fixed step size.
Frequency hopping, the frequency will change arbitrarily.
LMX2594 can support frequency chirp/sweep. See datasheet…

Since the supply to the LMK6C is 1.8V, its output should be 1.8V clock. R589 should be 0Ω.
Loop filter design depends on your application need, you can use PLL Sim ( https://www.ti.com/tool/PLLATINUMSIM-SW) to design the filter.
