The input voltage of PMP10506 is 9V to 60V, but voltage rating of C12 is only 25V in schimatic.
Can it be understood that when the input voltage increases, the Vin pin can maintain a voltage below 25V?

While it is certainly possible to design a flyback with 8A output, this would not be the design to use as a starting point.
The transformer would need to be completely changed.
