You should be able to use LM25019 directly to get +-15V from 24V. Please see the reference design : https://www.ti.com/tool/PMP10532#tech-docs

It looks like you will more than likely need a controller since at your worst case condition, you may exceed the current rating of our internal FETs in the converters, and you will want to implement either a flybuck or a flyback topology…
