CDB pin is an open drain pin (so does T2P). So it only has two status: High impedance or tie to RTN. It needs a pull up resistor to make its output between H/L.

For low-side switching Buck converter I think TPS23755 and TPS23758 have no difference.
PMP11257 ( www.ti.com/.../PMP11257) uses TPS2378 + LM5116 which is a synchronous Buck converter in PoE design. But it is discrete solution.
