You can use one of our AC/DC controllers like UCC28700 to control a buck converter with those operating conditions. http://www.ti.com/tool/PMP20345 and http://www.ti.com/tool/PMP10937 are two examples of UCC28700 configured as such.

We do not recommend using the LM5023 and its opto-based feedback is not optimal in a buck configuration so we do not recommend using it as such.
In buck mode we would recommend using the UCC28700 controller like in this reference design…

Yes this part can do >24Vout. It can be a challenge thermally though so they will have to be very diligent about the power loss calculations. We limit Webench to 24Vout because that covers most applications for…
