For the option 2 ORing, I would suggest to use TPS23753A or TPS23758. Since TPS23755 doesn't have an APD pin. Once the VDD is lower than the UVLO voltage (typically 37V) the PD chip will be shut down.

- I do not think you need R4783
- I could not find the FET datasheet, but ensure VDS does not exceed the FET voltage rating

In order to be compliant, PoE should be 1-to-1 system for PSE and PD. So the block diagram should be like below.
For the PD design, I recommend using PMP20531 for both blocks.
For the PSE, I recommend TIDA-00465
