You are correct that 7S is the highest cell count that the dedicated DC-DC charger IC BQ24630 can support for now. There is a DC-DC battery charger design https://www.ti.com/tool/PMP4308 as a reference.

Sorry I didn't find a buck converter reference design whose specs are close to your requirement. But I think you can have a look at below reference design.
