If the PHY settings on both devices are the same (data rate, deviation, ect.) then they will be able to communicate. The output power can be adjusted separately on both devices as required.

Please can you test this using SmartRF Studio 7: https://www.ti.com/tool/SMARTRFTM-STUDIO to control your device (setting it to output an unmodulated TX carrier wave)?
