You could also use a single buffered or analog multiplexer (SN74LVC1G97 or SN74LVC1G3157) to drive eight buffers (SN74LVC541A or SN74AHC541).

HC (or HCS) devices do not have overvoltage-tolerant inputs.
You can use any AHC or LV-A buffer, i.e., SN74AHC244/SN74LV244A, or SN74AHC541/SN74LV541A with a better pinout.
All devices without /OE can have glitches at power up.
You could add a buffer with /OE (e.g., SN74AHC541) after the '138, or design the rest of the circuit that it has a reset state.
