The '07 device has open-drain outputs. Use the SN74AUP3G17 or SN74AUP3G34 instead.
LVC devices would have higher drive strength than AUP, but I do not know what the load is.

Other logic families have higher input capacitances.
The largest AUP buffer is the SN74AUP3G34.
Where does that capacitance requirement come from? A 2 pF limit is very unusual.
