The customer found another IBIS file with this same issue SN74LVT244B. Removing the stray character corrected this one as well.
Yes, ALVC family devices have ESD protection diodes from the outputs to VCC.
LVC or LVT families allow voltages higher than VCC, but only when the outputs are in the high-impedance state. See SN74LVC244A or SN74LVT244B.
