In your device manager, I don't even see the "Stellaris I-Circuit Debug Interface". See below. You are supposed to see the ICDI JTAG Interface the moment you connect the USB cable between the PC and the LaunchPad debug port.
First plug in the board to another Windows and find out from the Device Manager if the board is enumerated. If not, then install the drivers.
