And we are getting output voltage 1.6VDC from Port 14 to port 17 instead of 3.2 VDC as per logic.

Yes, it is OK control the address pins of TCA9555 via MCU GPIOs so that their value can be changed dynamically during operation. (The address value is not "latched" by the device, e.g., at start-up.) You can read more about this idea in…
