Sorry you are having problems with the TIDA. The BQ51003 BGA layouts will use VIPPO for interior connections.
The BQ51003 is only available in BGA but the BQ51013B is a similar device, 1A vs 500mA output and has a QFN option.

My recommendation is to not use a PCB coil. If you do make provisions for a standard coil and have some on hand.

PCB coils have been used, but in general tend to be lower efficiency. TIDA-00668 is an example of a booster pack made with the bq51003 using a PCB coil. Compare it to TIDA-00881 which uses a traditional coil.
