It is mentioned in the Datasheet 5th page of TL3016 with (a).
(a) VOS is added to the overdrive.
(b) VOD is added to the overdrive.
Which is right? I think that (b) is right.

1) We do not have the LM360 available in a -40 - 85C option
2) I would recommend the TL3016. It is faster, consumes less power, is a TTL differential output comparator, and is available in 8 pin SOIC:
