If I look at the TLC5949 as an example - I'm looking at Fig 13 output current v output volatge. The test conditions for this graph are.
Vcc = 3.3 V

We have switch to the TLC5949. It does support 33MHz clock for the PWM but seems to me that the IC cannot generate it's own clock. I will use an external clock.
