Please remove the 1uf capacitor from TLV9051 and place it to the other side across 235kohm resistor. Op amp does not like to drive capacitor because it creates additional pole in the feedback loop. Please let me know if this fixes it.

Does your design require a 16V supply like the TLV9151 offers? If it doesn't and only requires up to a 5.5V supply, would the TLV9051 work for you?

the TL082 is no "rail-to-rail" OPAmp and you are violating the common mode input voltage range. You must stay 4V away from the supply voltages. Also, the minimum supply voltage of TL082 is 10V. So 5V would be way too small.
