I'd start with
DRV8301-69M-KIT
then if you decide to use 27F get TMDSCNCD28027F and an external XDS100v2 emulator...or just design your own board with 27F on the PCB.

You have a standard controlCARD. You need TMDSCNCD28027F which includes TMS320F28027FPTT device. This has the necessary special motor control libraries in on-chip ROM.
