Most temperature sensor IC operate as over-temperature alert with hysteresis. The low limit just sets the point at which the alert de-asserts on cool-down.
You probably want to look at window comparators like TMP390 and TMP303.

Temperature accuracy on TMP708 is only specified from 60-100C. I don't recommend using TMP708 with a set point of 25-30C, which corresponds to an Rset around 70kohms.
Please consider TMP390 instead.
