I can see in your schematic that you have a TPA2008D2 integrated in your application.. It seems that you've configured PCM2704C in Bus-Powered 500mA, but there is a TPA2008D2 sharing this supply so maybe the USB power can't supply both devices…

TPA2008D2 will work as a modulator, just connect the two outputs to the two inputs on the TAS5631. Just make sure you run the TPA2008D2 at 4.2V or less, or you'll damage the input pins on the TAS5631. I'd recommend 3.3V.
