As per the datasheet, TPS22942 has a current limit of 100mA.TPS2294 1 has a current limit of 40mA. Can you confirm which exact device you are using?

The specification shows a minimum current limit of 100mA. You are correct that the typical value is higher than that. However, the typical value can not be guaranteed across all conditions.
