Thanks for your reply. TPS2373 and LM5022 both have start up circuit. But usually it is recommended to only enable TPS2373's start up circuit and use VC_OUT to drive LM5022. If you connect LM5022 to PVDD you may have two start up circuit enabled…

300 uF looks very high for PoE application thus during the PD inrush period. TPS2373-4 has 275 mA lowest inrush current. 57V * 300uF / 275mA = 62 ms which is longest inrush time needed.
