The application of TPS51200 is VTT terminator. The load sometimes can source current, in which case output voltage can go up, causing TPS51200 to sink current.

You can use Webench to get Pd. Just go to TPS53317 product page www.ti.com/.../TPS53317 and the Webench model is on the right side. You can enter your application parameters to match your circuit.
