I got the voltage after L2 at LDO input pin, maybe that makes a difference? Do you mean maybe I should push C4 away or I should lengthen the feed back track as in the TPS5430EVM-173 design bellow?

Interesting that the same 22uH with a higher ISAT caused the device to not function. Are you sure it was soldered properly?
