Your layout looks good, it is a bit tight but overall similar to the TPS54360EVM-182.
Please probe SW node with an oscilloscope, this will help check if the converter is operating stable.

Yes the 2 x 47 uF capacitor has the nominal value of 94 uF. The datasheet mentioned voltage derating and temperature effect that reduced the "actual" capacitance value. Therefore the effective value is 58.3uF which is above the needed 29…
