Please follow the layout guidelines in the datasheet. It is difficult to say what exactly caused this issue.
You can choose between SPEIC and buck-boost.
Maybe it will be easier to start with TPS552892EVM .

With U1 and U4 disabled on my board, I used the TPS552892EVM to provide +5V to the VBUS_PP and 5V_PP_CABLE nets. The PD controller performed perfectly being driven from the EVM.
