I did as you suggested and Webbench came up with the same converters as I had already found - this is the TPS566231 or TPS566238. What's your opinion on these?. My only concern is availability (or lack of)

I checked that TPS566231 efficiency under 12Vin-5Vout-4A can be up to 94.9%, under 12Vin-5Vout-3A can be up to 95.2%. You can check the datasheet or request an EVM on TI.com to evaluate.

We had a discuss with our product expert and found that device TPS54425 will not regulate vout well for above mentioned input condition.
Alternatively we recommend devices TPS565201,TPS565208 and TPS56623x(TPS566231,TPS566238) for above…

(1) No. It can't support two 5V rail with its definition. As shown in the first page of datasheet, the adjustable range of output voltages are +/-10% based on 5V and 3.3V.
