TPS61232 is the fixed output voltage version of TPS61230, you can apply the TPS61230EVM for evaluation, the performance is the same.

yes. could you measure the inductor current during the abnormal period? i guess the load startup to operate at 4V and absorb high current. while in low battery, the load doesn't work. my email: jasper-li@ti.com

the TPS61030 has two package, and the pin out of the packages are difference. it seem the pin out of your PCB is wrong.

what is input voltage when transmits at full power? it seem the current limit is triggered. this device can't support 1.4A from 2.4V input.

the 1800mA is the inductor peak current limit, not the output current. it seem the project's application condition is VIN=3.3V~4.0V, VOUT=5V.IOUT=1A. i would suggest TPS61230 for this application.
