What is the cold resistance of the bulb? Please review the bulb datasheet. Also, please provide analog scope shots showing VIN, L1, L2, VOUT and IOUT of the TPS63020.

For the TPS63020 to SYNC, the frequency would have to be in the MHz range. Even if this happens due to a bounce, the converter will return to the free-running frequency if a SYNC signal is not received within several switch cycles.
Generally, we recommend you follow the design procedure in the datasheet and your schematic and layout match that of the EVM.
