TPS630250 is a good fit. There is an adjustable version in WCSP or QFN package, and a fixed 3.3-V version in WCSP package only.
TPS63802 has lower Iq, but is still in preproduction stage.

No, they cannot be easily paralleled. As well, please see the TPS630250 which is higher power, more efficient, and smaller.
If you are powering something like a GSM, usually capacitance is used to buffer the required energy.

This IC has 100% mode, which is explained in section 8.4.3 of the D/S.
But if you have such a low Vin, a buck-boost like TPS630250 or low-Vin buck like TLV62585 would be better.
