I used with output voltage -13.85V.
Please see attached the circuit.
I got problems output voltage at low temp.
It is working -14V under at around 0 degree.
I hope to keep -13.85V up to -40 degrees.
What are the critical factors…

Yeah EPAD means pad at the bottom of IC.and in datasheet it is mentioned that it shall be connected to V- not to ground.
Yeah without OpAmps, TPS63700 works well.

TPS55289 is not suitable for negative output voltage. Please look at TPS63700 which is DC-DC Inverter if it is suitable for you.
