We found the root of this issue. Noise from FB can be improved by decreased FB resistor.
After modify FB resistor, this issue can be solved.

Normally the part should operate as expected, as long as you terminate the FB pins correctly. But I never tested this because when a single boost converter is necessary I recommend TPS61085/6/7 instead of the TPS65140.
