It took a little longer to get back to this.
Something is disabling the DC-DC converter TPS65145(U1) since EN_OFFSET is pulled low. I agree that it seems to be working correctly.
Is the resistance measured in point #5 with or without…
That means U1 TPS65145 has gone bad.
Please replace it and don't mount DMD.
Recheck doing same steps to confirm voltages are correct.
Finally remove J3 jumper and mount DMD.
