Using the TPS7B6350EVM to test, I sent a 3V signal to the EN pin and the delay to turn on is 1.055ms
Vin (10V) is the yellow, Vout (5V) is the pink, and EN (3V) is blue.

Here is the startup waveform for the TPS7B63-Q1 using the TPS7B6350EVM. The overshoot is about 200 mV.
Test Conditions:
Vin = 8 V
Vin Slew Rate = 2 V/ms
Vout = 5 V
Cin = 22 uF
Cout = 10 uF
Iout = 0 mA
