Protocol is explained in datasheet . Even if you get the TSW capture card the fpga used on them is obsolete .So you cannot use same fpga for your system. Instead I would recommend to directly start building your system .

Sorry to let you know that TSW1400EVM is obsolete . I can suggest you to move to next gen part AFE5818 and for evaluation We can use the JESD version of this part (AFE58JD18) using capture card TSW1450 .
