TCAL9539-Q1 has the input latch feature which would solve the missing status change on MCU power up.

TCA6424A is the next best option in QFN.
If you want a leaded 24-bit IO expander, consider using SPI to GPIO with TXE8124-Q1 , there is leaded VSSOP options for this device.
