Q1, UCC2891 VIN needs minimum 18V to start, if not using VIN, but VDD, it is minimum 13.2V. So for 9V input, you need to add external circuit to make UCC2891 to start

It looks like you need two power supplies followed by an OR'ing controller to support this. The BSR team has several Flyback/SEPIC controllers that might do the job. Our general-purpose PWM the UCC28C50 might also be an option.
