Thanks for looking on this thread. In fact I have successful attempts of loading two different files to the same UCD90120A before the failure happens. Here you go for the programming files. CM2.xml RL3.xml
If this board is the AC701, Rev 2 (which it appears to be from the TI website) then Xilinx has XML files for U8 and U9 (UCD90120A) files on one of their support pages.
