    Check out the bq24600 multi chemistry charger supporting 1 to 6 cells. The input over voltage protection, input under voltage lock out and the battery over voltage protection features should serve your needs.

    The PTN78020 current limiing cannot be controlled. It reacts to a loading up to 6 Amps. I suggest a ion battery contol solution such as http://focus.ti.com/lit/ds/symlink/bq24600.pdf for best results .
