Yes, all C2000 MCUs are capable of supporting these HLPs, but we don’t offer the stacks ourselves. Customer need to work with a 3P. Simma has already developed these stacks.

C2000 MCU is not supported by JLINK. We are supported by Flasher products from Segger https://www.segger.com/supported-devices/texas-instruments .
If using CCS or Uniflash to program the flash, only JTAG connection via XDS100/110/200 is supported…
