A resistor of course will only work on the low side of the load. For high side look into the INAx180 - though there are a bunch of other IC's to choose from.

For current shunt monitors like the INA2180, if one of the channels were not used for some reason, should the unused amp be left floating, GND'ed, or shoudl it be configured differently?
