Use any amplifier with the desired accuracy. Even a cheap one like the LM321LV is likely to have a smaller offset than the divider's resistor tolerances.

In addition to VCM concern, the power supply is too low. The recommended minimum is 10V
If accuracy is not critical, then LM321LV or LM358LV could be used.
