You could use the MSP-TS430RSB40 target socket board to evaluate the MSP430F5171 device supporting 5V IO. Keep in mind the socket board does not include the IC, so this would need to be ordered or sampled seperately.

When the internal reference is enabled the VREFIO pin is an output. Can you measure the voltage at that pin? You should see 2.5V if the reference is enabled. Try toggling the reference through the CONFIG register and see if you see any change…

That could be possible, have you tried probing at the pins of the MSP430 instead of the PCB connections? Also are you using the MSP-TS430RSB40 development board for your testing? It would be strange for all the P3 pins to have bad connections…

Unfortunately TI does not provide simulators that you can run on the host PC. Instead we focus on low cost development boards. For your device I believe www.ti.com/.../msp-ts430rsb40 is the appropriate board.
