I am getting 0 Volts at OUTN and OUTP pins in both the TEST and APD mode. Vcc is 3.3 Volts. Ideally, I should have got 1.83 V at the OUTN pin.

Sorry for the delay in the response. They should be getting around 900mV at OUTN (OUT-) which will not be affected by the input signal, since this is the reference voltage. Do they have R7 populated with the 56 ohm resistor?
