Yes, you are right the output should be 15V. I'm not sure why mine does not have this behavior. I am still waiting on EDA. In the meantime, you can look at these similar E2E posts:

We have some AC/DC buck designs. You could use our UCC28730, UCC28C42 family, UCC28700, UCC28722, or similar. For lower power designs you could use UCC28910, UCC28911, UCC28880, or UCC28881 as an AC/DC buck.

Check out the following reference design. It is cited as a fly-buck, but it's really a buck with an extra winding to bias the controller, which is pretty much what you will need.
