you can have a look at TPS61252. However, this device can only limit the input current, not output current.

26K dimming frequency is very high. for the EN pin, the dimming frequency should be below 1k, 200HZ is better.
You should use an external FET in series with the LED to realize the function.
Like the below picture. Or you can refer to TI design PMP15037…
